COBRA Continuation Coverage
 Health Benefits Continuation

If you are covered by one of the Cigna HealthCare plans and/or the Delta Dental plan, you have the right to choose continuation of health benefits coverage if:

  1. You lose your group health coverage because of a reduction in your hours of employment with the State of Vermont; or
  2. Your employment with the State of Vermont is terminated.
When the Benefits Division is notified of your termination (this is done by the Payroll Division after your termination action has been processed), Cigna HealthCare and Delta Dental will notify you directly that you have the right to choose COBRA continuation coverage. You will have at least 60 days from the date your group coverage ends to inform each carrier that you want continuation coverage. If you choose continuation coverage, you may remain in the State's group health plans for up to 18 months. You will pay 100% of the group rate plus a 2% administration charge.

Life Insurance Continuation

Employees who are enrolled for the life insurance benefit with Minnesota Life may convert the insurance to a new individual life insurance policy if the insurance ends due to termination of employment. You may convert the insurance to any type of individual policy of life insurance that is issued by Minnesota Life, except for term life insurance. The converted insurance policy will not include any supplemental benefits such as accidental death and dismemberment benefits.

Employees can convert their insurance by applying for an individual policy and paying the first premium within 31 days after the group life insurance terminates. There is no evidence of insurability required.
