Health Plans
 The State of Vermont and the Vermont State Employees’ Association have worked very closely together to design the following health plans to offer to State employees and retirees. Our goals are to continue to provide quality health care coverage and to maintain comprehensive choice of plans for you and your family.

::TotalChoice Plan (PDF) - The “TotalChoice Plan” is an indemnity plan. You can choose to see any provider nationwide for medical services. This plan has annual deductible of $300. Once that deductible is met, most services are covered at 80%. In-hospital benefits are paid at 90%.
::SelectCare POS Plan (PDF) - The “SelectCare POS Plan” is a “Point of Service” (POS) plan. With this option, you decide whether or not to use a network doctor or hospital at the “point of service”; meaning, each time you use a medical service. When you use a network provider, the plan is similar to an HMO, with no annual deductible and a small $15 co-pay per visit. When you use a non-network provider, benefits are paid at 70% after a $500 annual deductible.
::HealthGuard PPO Plan (PDF) - The “HealthGuard PPO Plan” is a “Preferred Provider Organization” (PPO) plan. The HealthGuard PPO Plan is based on a national network of health care providers who have contracts with Cigna Healthcare, our Plan Administrator. The plan works similarly to the TotalChoice plan. However, with this plan, your deductible and coinsurance level is based on whether you use an in-network provider or out-of-network provider. Your benefits are greater if you use an in-network provider.
::SafetyNet Plan (PDF) - The “SafetyNet Plan” is designed to give you important protection when you need it most – to meet large unexpected medical bills. The high deductible ($2,000) and lower reimbursement rate (70%) are offset by a lower premium rate. This plan is designed for those who prefer to pay for small medical expenses and have “safety net” coverage for higher cost catastrophic medical events.
