As a result of the 2005 labor negotiations between the State and VSEA, a new prescription drug program went into effect back in January of 2006. The program is administered by Express Scripts, Inc. To recap: The annual deductible is $25 per person, per year. After the deductible is met, the plan will pay 90% of the cost for generic drugs, 80% of the cost for preferred brand drugs, and 60% of the cost for non-preferred brand drugs. For 2007, the maximum annual copay limit will be $625 including the deductible. Once an individual meets the annual out-of-pocket limit, the plan will cover all prescriptions at 100% for the rest of the calendar year. At the local pharmacy, you show your drug plan card and pay your copay; the State is automatically billed for the balance of the cost. The drug plan also continues to feature a mail order option, with the convenience of direct home delivery for long-term maintenance drugs.

Mail service combines the convenience of home delivery with the opportunity to save on your co-pays due to the lower drug prices available at mail order. Ordering is simple. Ask your doctor to write a prescription for up to a 90-day supply, plus appropriate refills for up to one year. Insert the prescription and the completed form in a mailer and drop in the mailbox. Your medication will be delivered free of shipping costs within two weeks. Mail order forms will be provided upon enrollment.

If you have an active prescription on file at one of the participating pharmacies, you will not need to get a new prescription. Of the 47 Vermont independent retail pharmacies 44 of them participate with Express Scripts.

Along with your pharmacy ID card, you will receive a listing of up to 25 pharmacies that are closest to your home. This listing includes both chain and local independent pharmacies.
