 Courses offered at The Summit - Center for State Employee Development are available to Vermont state employees. Individuals from non-profit organizations and federal agencies may take courses on a space available basis. An online course catalog is published in January and August each year.

Courses are offered in to build skills and knowledge in the general categories of Professional Development, Supervisory Development, Leadership Development, Customer Service and Understanding State Government.








Workforce Planning Toolkit
Welcome to your soon to be “one-stop shopping” for Workforce Planning Resources. Over the next three to six months the Workforce Development Team will be designing a comprehensive statewide workforce planning toolkit for your use on this website. It will include (but not be limited to): strategic planning, succession planning, professional development, knowledge transfer, performance management, statewide core competencies and much more!

Even before we have finished the toolkit, we will use this space to share with you some of the products as we create them. We hope you will check back often and test these templates and tools, and give us your feedback on content, ease of use, and relevance to your work.

Vermont Statewide Core Competencies
The Vermont Statewide Core Competencies have been created through a process based on national best practices, and input from those in leadership and in the field in Vermont state government; as we wanted these competencies to reflect the wisdom and experience of those closest to the work.

The Core Competencies are designed to provide guidance and transparency for supervisors and employees regarding the knowledge, skills and abilities state employees should possess to be most successful in their work. The competencies are grouped into 10 categories and each competency has several suggested measurable outcomes. They are designed this way for ease of use and understanding. These are base-level competencies suitable for all employees. The Workforce Development staff will be working in the future to create intermediate and advanced-level competencies.

The initial goal is to base all development activities at The Summit: Center for State Employee Development on these Statewide Core Competencies beginning September 2008. This competency project is designed to 1) focus our educational opportunities on the skills we consider important for working in state government and 2) ensure learners have mastered these skills by implementing end-of-course assessments using core competencies as a measurement.

The future goal is to work collaboratively with the Classification Division, Recruitment Services, and other Vermont Agencies and Departments to integrate the use of competencies statewide. In moving toward this goal we will continue to work closely with those in leadership and in the field, to ensure we are moving in the right direction, to best serve all state employees and organizations.
