Services Available
Services available through the Vermont Learning Center and Department of Human Resources are described below. If you are interested in additional services not listed, please let us know how we might be of assistance. For more information contact: Nancy Simoes 241-1115.
Technical Assistance/Consulting
Restructuring planning and preparation involves three phases: assessment, design, and implementation. Services available are listed by each phase in the restructuring process.
ASSESSMENT PHASE
Department of Human Resources staff can help with:
Developing staff or customer surveys
Conducting staff interviews
Facilitating a work flow analysis
DESIGN PHASE
Technical Assistance
- Advice on the available structure and design options.
- Assistance in creating a transition strategy that addresses: who will be involved in the process and at what level of decision making; how information will be communicated throughout the process; how to anticipate and manage reactions to change, time lines, etc.
Facilitation
We can provide an objective, outside facilitator to help your organization:
- Develop vision, mission, and/or outcome statements.
- Conduct planning, problem solving, and decision-making meetings.
Anticipation of Statutory and Contractual Issues
- Statutory Requirements
- Contractual/Employee Relations Issues
- The Classification Process
IMPLEMENTATION PHASE
While the responsibility for implementing change rests with your department, we can assist by:
Helping to create an "implementation structure" which might include:
- short term project teams that focus on different aspects of the implementation,
- a plan which phases in the changes or makes it happen all at once,
- a plan for how to deal with the nuts and bolts issues associated with changes to job duties or work focus such as updating performance standards, additional training needed, classification review,
- a strategy for anticipating and responding to staff issues related to the change.
Facilitation of meetings.
Training
In addition to the centralized training programs listed in the biannual Learning Center Catalog, the Learning Center staff can:
- Help you assess the training and development needs of your staff.
- Create custom-designed training for your organization.
- Refer you to external consultants.
Book and Video Lending Library
