Working Conditions
Hours of Operation and Scheduling
The standard State work day begins at 7:45 a.m. and ends at 4:30 p.m. and includes a forty-five (45) minute lunch period. Most employees are required to take at least a thirty (30) minute mid-tour meal break (correctional officers and fire fighters are among the exceptions). The standard work day ensures that State offices are open and accessible to the public during these hours, including the noon hour. An employee may request a temporary change in his/her daily or weekly work schedule and/or shift. It is management's prerogative to approve the request and to rescind approval if it is no longer in the best interests of the organization.

Dual Employment
Employees who want to work in more than one job in State government must submit a written request (memo style) to their supervisor for approval of any such dual employment. The request must contain the title, rate of pay, hours to be worked, and summary of duties for each position. The request must be approved by both employing departments and the Department of Human Resources.

Conflicts of Interest Arising from Employment/Nepotism
It is the State's responsibility to conduct employment matters in a manner that avoids not only conflicts of interest, but also any appearance of a conflict of interest. Conflicts of interest may arise in: hiring employees; their employment by the State in more than one capacity; outside employment or activities engaged in by employees; and the award of contracts to employees. It is the general policy of the State that no one will be employed in the same department, organizational unit or institution that employs a relative or a person with which he or she resides.

Confidentiality
Employees are not allowed to disclose confidential information obtained through the normal course of their employment, except as authorized or required by law. Employees may not use any such information for personal gain or benefit. If you have any questions about whether particular information is confidential, you should discuss it with your supervisor or human resource administrator before disclosing it.

Internet services and e-mail capabilities are a resource to facilitate the work of State government. Employees shall not use, or attempt to use State personnel, property or equipment for their private use or for any use not required for the proper discharge of their official duties. Limited personal use of telephone and computer equipment may be authorized if all of the following apply:
- The user must be authorized to use the equipment by management.
- The use must not interfere with an employee's performance of job duties.
- The use must not impose a burden on State resources as a result of frequency or volume of use.
- The use must not otherwise violate this policy, including the prohibition on access of sites that include potentially offensive or disruptive material.

No Solicitation Policy
Soliciting of money whether for non-profit or commercial enterprises and the display of advertising or brochures on State property, both during and after normal working hours, is prohibited. This policy does not apply to newspaper deliverers, farmers selling home grown produce, the State Employees' Combined Charitable Appeal (SECCA), or personal notices posted on authorized bulletin boards by State employees.

Political Activity
You may run for and hold public office in your community and campaign for and hold elective office in political clubs and organizations. You may also actively campaign during non-work hours for candidates for public office and also be a candidate for paid partisan political office at the state or national level as long as your candidacy is not in conflict with federal law or this policy.
However, you may not command or solicit from any other employee direct or indirect participation in any political activity or enforce or solicit contributions for any political party, organization, or candidate. You may not use any official authority for the purpose of interfering with or influencing the nomination or election of any candidate for public office.
