Vermont offers a high quality, competitive portfolio of employee health and wellness benefits and services designed to effectively meet the needs of its diverse workforce and their families. Domestic partners and civil union partners of Vermont state employees are eligible for health and dental benefits: Domestic Partner. Here is a sampling of State of Vermont health and wellness benefits:

Health Plans

All plans include comprehensive prescription drug and mental health care benefits. The State pays 80% of the premium cost; employees pay 20%. Premium contributions are paid via payroll deduction. There are four plan choices:

TotalChoice ~ Indemnity plan with an annual upfront deductible. Most services are covered at 80% after the deductible.

SelectCare ~ Managed care plan with no annual deductible and small co-pays for most services. The plan has a broad provider network; members select a provider as their primary care physician. Out-of-network benefits are also available at a higher cost share.

HealthGuard ~ Similar to the TotalChoice plan. Deductible and coinsurance levels are based on whether in-network or out-of-network providers are used.

SafetyNet ~ Provides coverage for large, catastrophic medical bills. High deductible and lower reimbursement rate by a lower premium.

Medical coverage is effective after 30 days of continuous state service. Employees can request a waiver to the 30 day waiting period under certain circumstances. Employees must enroll within 60 days of hire. Plans can then only be switched during the open enrollment period in November of each year unless there is a qualifying event such as moving out of the service area of a health plan’s physician network. .




Prescription Plan

All health plans include a prescription plan that reduces the cost of prescription drugs either through mail-order or at your local pharmacy.




Dental Assistance Plan

This coverage is automatically available after six months of continuous employment. Benefits are available to permanent state employees and their eligible dependents. Most common dental procedures are covered, including orthodontia. The State pays the full cost of this benefit.




Life Insurance and Accidental Death and Dismemberment Insurance

This benefit is equal to two times an employee’s annual salary. Employees pay 25% of the cost; the State pays 75%. Enroll within sixty days of employment to avoid completing medical verification forms.




Long-Term Disability (LTD) Coverage

This benefit provides income replacement for a non-occupational disability sustained while employed. (Workers’ Compensation covers employment-related disabilities for all state employees.) LTD eligible employees are those ineligible to join the Vermont State Employees’ Association (VSEA)




Vision Care

Maximum $100 benefit payment every 24-month period for vision exams and lenses combined.




COBRA Coverage

If you are covered by one of the Cigna HealthCare plans and/or the Delta Dental plan, you have the right to choose continuation of health benefits coverage if: 1. You lose your group health coverage because of a reduction in your hours of employment with the State of Vermont; or 2. Your employment with the State of Vermont is terminated.




Employee Wellness

Registered nurses offer wellness clinics and health risk assessments. Prevention and health promotion programs offered periodically.
