Navigating the State System
Consider this website a resource that you will return to as needed. It provides a general overview of your benefits, state policies, and tips about managing your career plus links to more in-depth information. Other resources for navigating the state system include: your supervisor, human resource office, employees of the Department of Human Resources (DHR), DHR website, and the collective bargaining agreement (contract).

The Department of Buildings and General Services publishes a telephone and e-mail directory listing state departments and employees. The directory also includes a state government organizational chart, site maps for the Montpelier and Waterbury complexes, and the names and contact information for State Senators and Representatives. You can also locate a state employee via the phone/email search on the Vermont Government home page : State Employee Directory

Navigating the state system can seem overwhelming at times, especially to a new state employee. Being clear about your question and being familiar with the many resources available can help you find what you need more effectively and efficiently.

Here are some tips to navigating the system:

  • Participate fully in any orientation programs provided by your department or agency.
  • Find out how your department is structured. Who are the key staff members? Where is staff located?
  • Learn about your department’s mission and the services it provides.
  • Find out who is on your team or which staff members you interact with most.
  • Find out who the human resources staff person is for your department: State HR Staff.
  • Access your department’s website.
  • Become familiar with the State of Vermont homepage http://www.vermont.gov/ and the Department of Human Resources website http://www.vermontpersonnel.org/ .
  • Read payroll inserts and the Outlook newsletter distributed periodically with your earnings statement.
  • Obtain a copy of the Collective Bargaining Agreement (contract) and visit the VSEA website VSEA.org.
  • Obtain a copy of the Vermont State Government telephone and e-mail directory.
