Woman on phone The Department of Human Resources (formerly the Department of Personnel) provides leadership to and works in partnership with other departments within State Government to attract, retain, and reward a talented and diverse workforce. The Department consults and works with management, its primary customers, to solve people-related business issues. It develops programs and policies to enable state employees to perform their current jobs better and to prepare for future challenges.

The focus of the Department is to provide leadership to improve organizational effectiveness by:
  • strengthening the relationship with human resource staff throughout state government;
  • identifying, modeling and implementing best practices;
  • promoting a talented and diverse workforce;
  • providing workforce information to guide decision-making;
  • establishing policies to guide agencies and departments; and
  • administering collective bargaining agreements.


Individual Agency and Department Human Resource Staff
Most departments have their own human resource (HR) staff, personnel officer or personnel administrator. HR staff provide assistance and advice on the application and interpretation of the Rules and Regulations for Personnel Administration, the applicable labor relations contracts and other areas of personnel administration. They also participate in the investigation of harassment and discrimination complaints and in handling employee grievances. They provide guidance and assistance to management in the classification, recruitment and selection process. They present new employee orientation programs and may provide training to employees.

Regard your Human Resource office as a resource. HR staff provide information on benefits, salary, workplace policies, and rules. Your personnel officer or HR administrator is a key contact, along with your immediate supervisor, when you have a question or concern about benefits or workplace issues.
